Recording a Hole-In-One is a rare and exciting moment in golf. One of the most unusual traditions in golf is that the golfer making the Hole-In-One purchases everyone at the club a drink. In order to cover the cost of the timeless tradition, WCC has a Hole-In-One (HIO) Club. The Hole-In-One Club is a fund that is paid into by participating WCC Club Members. If a participating Hole-In-One Club member makes a Hole-In-One, the fund covers the tradition of buying drinks. The following clarifies what constitutes a valid hole-in-one and how the fund operates.
WITNESSES
In order to have an eligible hole-in-one, you need at least one witness. Those witnesses must sign your scorecard to attest that the hole in one is legitimate.
MINIMUM NUMBER OF HOLES AND MANNER OF PLAY
A golfer must play at least nine holes for a HIO to be official. The only exception to his rule would be if a HIO is made during a match, and the match ends before the stipulated round is completed.
To be eligible the member must be playing under the principles of the rules of golf.
A hole in one is valid if made in a “scramble / captain’s choice” competition.
TEE BOX AND TEMPORARY HOLE
A Hole-In-One is valid if made at a hole with a temporary tee and/or a putting green(9B) as established by the WCC Staff and/or Committee. It is noted the length of the hole at the time should be stated on any certificate.
HOLE-IN-ONE INSURANCE
Eligibility is open to all Winchester CC members. When a member of the HIO club makes a Hole-In-One, all other members in the Hole-In-One Club will be billed $4.50. The fund will be administered by the Club, and when someone makes a hole-in-one, each golfing member of the club will be entitled to one beer, soft drink, glass of house wine, or one drink of house liquor on that day. The Hole-In-One Club program begins when the participant making the Hole-In-One is done with their round. The program will last for two hours after the start time or once the tab for the has reached the full amount available in the fund dedicated for drinks. If the member of the Hole-In-One Club that makes the hole-in-one so chooses, they may purchase more than one drink for an individual under the Hole-In-One Club, as well as, purchase drinks other than “House” drinks. The participant making the HIO may also extend the program time beyond two hours. Exercising these options will be at the discretion of the member that made the HIO. All Virginia ABC regulations and all Winchester CC rules/policies will be adhered to under this program.
A HIO Club participant making a Hole-In-One will receive an award to memorialize their achievement. The Glass Award will be paid for by the HIO Club Fund. Winchester CC staff will close the account for the purchased drinks and pay the bill using funds from the Hole-In-One Club, which will include tax and gratuity. The remaining balance of the fund after the purchase of the award and drinks, if any, will be applied to the member’s account as credit in the golf shop to be used towards merchandise. Should the HOI occur on a day that the club is closed, the member making the HIO has seven days to schedule another date for the celebration, if they choose to do so.
The Hole-In-One Club is a great program. Participation in the WCC Hole-In-One Club is optional. If you are currently not a HIO Club member and wish to become a member of the Hole-In-One Club, please notify the Golf Shop Staff. This program is perpetual. Members opting into the HIO Club are members until they notify the golf staff they wish to no longer participate in the program.

The WCC Golf Committee will promote fair competition within the club at all levels and to ensure that WCC is conforming to GHIN, the United States Golf Association, and the Virginia State Golf Association recommendations for handicap system implementation. The Committee shall perform periodic reviews, audits, and perform corrections for WCC member handicaps where required, provide and ensure methods for score entry and peer review, educate the members on proper handicap processes and provide handicap oversight, assistance, advice and counsel to organizations within the club with respect to handicaps.
Posting Scores: The USGA Handicap System is based on the assumption that every player will endeavor to make the best score that they can at each hole in every round for handicapping purposes regardless of where the round is played. The Golf Shop staff can assist members with the score posting process for those members that are not familiar with the system.
All golf members should have a scoring record maintained at Winchester CC that is licensed by the United State Golf Association through the Virginia State Golf Association.
WCC golf members must have an established USGA Handicap Index to play in club tournaments.
Winchester CC members must post scores for all eligible rounds played in accordance with the principles of the Rules of Golf and that comply with the rules of the GHIN Handicap System that are not WCC Tournament Rounds to be posted by the WCC Golf Staff.
Per the Virginia State Golf Association, the golf score posting period for courses within the state of Virginia runs all 12 months of the calendar year.
Information for Scores that will be posted by the WCC Golf Staff follow:
Eligible tournament scores will include rounds where a golfer plays their own ball for a minimum of 9 holes.
Please make sure to complete the scorecard properly so the staff can post the score accurately. If a hole is started and not completed, please fill in the “Most Likely Score” or “Net Double Bogey” whichever is lower, accompanied by an “x” so the staff can post the score. An explanation for “Hole Started and Not Completed / Most Likely Score” follows at the end of this block.
If 18 holes are not played but 10 to 17 holes were played, please clearly indicate the number of holes played on the scorecard so the score can be posted following the “Treatment of Holes Not Played”. An explanation for Holes Not Played follows.
Members will continue to be responsible for posting all eligible non-tournament scores for home rounds and away rounds.
Scores will be posted for eligible rounds for the following events. (Including but not limited to. Subject to change)

All 9-hole and 18-hole rounds played under the USGA Rules of Golf and in compliance with the USGA Handicap System are required to be posted for handicap purposes.
Rounds of golf played within a Match Play format are to be posted.
Rounds of golf played within a Stroke Play format are to be posted.
Rounds played consisting of 10 to 17 holes are to be posted per a following infographic.
Rounds played consisting of 1 to 8 holes can’t be posted.
Scores made while playing alone are not able to be posted per USGA rule.
Peer Review - Handicap Audits
A Peer Review is comprised of an audit of golfer’s USGA/GHIN Scoring Record, The audit will compare rounds played to scores posted, and that scores are posted accurately per the USGA Rules of Handicapping.
The WCC Golf Committee will conduct a monthly audit of selected WCC Member’s GHIN Handicap Scoring Records. The selection will be done by a random draw of 8 names from the WCC Men’s and Ladies Player of the Year Points Lists.
In addition to the monthly audit of 8 WCC Members, the Golf Committee can perform a Peer Review of a WCC Member if there is a substantive and valid claim with facts to support the need for an audit.
If discrepancies are found in a Peer Review, the Golf Committee has the authority to perform the following actions as deemed necessary by the Committee on a WCC Member’s GHIN Scoring Record:
Post the actual score(s) if discoverable
Adjust the score(s)
Post Penalty Scores
Post Penalty Score(s) in addition to the actual score(s)

Rules & Regulations
-
Unlike many sports, golf is played, for the most part, without the supervision of a referee or umpire. The game relies on the integrity of the individual to show consideration for other players and to abide by the Rules. All players should conduct themselves in a disciplined manner, demonstrating courtesy and sportsmanship at all times, irrespective of how competitive they may be. This is the spirit of the game of golf.
Our Golf Professional and golf shop staff are charged by the Golf Committee and Board of Directors to enforce the rules. They have no authority to suspend, ignore or change these regulations and therefore should not be requested to do so by members or their guests.
-
All members and guests, whether walking or riding, MUST “check in” at the golf shop prior to proceeding to the FIRST Tee or practice facility.
NO PLAYER(S) MAY TEE OFF FROM #10 WITHOUT PERMISSION FROM THE GOLF SHOP STAFF. Players allowed to start on #10 may proceed to the first tee after completion of the back nine on a first come, first served, non-priority status.
-
WCC Rules & Regulations (condensed)
A complete list of Winchester Country Club Regulations and Policies are provided in the Winchester Country Club Regulations, Policies, By-Laws, & Roster book. The following policies pertain most directly with maintaining proper golf etiquette and care of the course.
Guests are limited to 10 rounds per calendar not including outings and tournaments.
Members’ children with golf privileges that are age 16 and under may use the golf facilities without adult, member supervision provided the junior has received authorization from the Golf Professional. Authorization from the Golf Professional will be determined on the junior’s history of golf activity and etiquette at Winchester CC including but not limited to; demonstration of proper pace of play, demonstration of proper care for the course and practice facilities, demonstration of proper golf safety practices. Unless the junior has permission from the Golf Professional Staff, children ages 16 and under shall not be permitted to use the driving range, putting green, chipping green, practice bunkers or other golf facilities unless under direct observation and control of the adult member.
Proper dress is required at all times on the golf course for all members, guests, and juniors. All golfers must wear a shirt with a collar and appropriate footwear. The following are not permitted: blue jeans or denim of any sort or style, cutoff shorts, athletic shorts, short shorts, T-shirts, shirts without collars, short shirts and tank tops. Players lacking proper dress will not be allowed to play, nor use the practice facility. Members are responsible for the conduct and dress of their children and guests.
Golf carts shall be operated by licensed drivers only. Golf carts are to be driven in a safe and appropriate manner following all safety announcements and cart direction signs.
Foursomes and Threesomes have priority on the golf course. When available, Singles and Twosomes may play unrestricted. But these groups do not have priority on the golf course. For all involved, Singles and Twosomes are best to avoid busy times on the course for proper continuity of play. Fivesomes will be allowed only at the Golf Professionals Staff discretion. Fivesomes have no position on the course and must let other groups play through when warranted. Slow Play: In the interest of all, players should play without delay. Groups are expected to play at a pace of 4 hours or less for 18 holes and groups are expected to keep up with the group in front of them (within reason).
Place all trash in the proper receptacles.
Replace all divots in the fairway and rough. Avoid damage (taking divots) to the course during practice swings.
Repair all ball marks on greens and practice greens.
Properly rake bunkers after playing from the bunker. Properly enter and exit the bunker.

Temporary equipment and material for the Tennis Bubble is considered an Abnormal Ground Condition as marked.
Local Rule E-5 Alternative to Stroke and Distance for Lost Ball or Ball Out of Bounds “When a player’s ball has not been found or is known or virtually certain to be out of bounds, the player may proceed as follows rather than proceeding under stroke and distance.
For two penalty strokes, the player may take relief by dropping the original ball or another ball in this relief area (see Rule 14.3):
Two Estimated Reference Points:
a. Ball Reference Point: The point where the original ball is estimated to have:
Come to rest on the course, or Last crossed the edge of the course boundary to go out of bounds.
b. Fairway Reference Point: The point of fairway of the hole being played that is nearest to the ball reference point, but is not nearer the hole than the ball reference point.
For purposes of this Local Rule, “fairway” means any area of grass in the general area that is cut to fairway height or less.
If a ball is estimated to be lost on the course or last crossed the edge of the course boundary short of the fairway, the fairway reference point may be a grass path or a teeing ground for the hole being played cut to fairway height or less.
Size of Relief Area Based on Reference Points: Anywhere between:
A line from the hole through the ball reference point (and within two club-lengths to the outside of that line), and
A line from the hole through the fairway reference point (and within two club-lengths to the fairway side of that line).
Limits on Location of Relief Area:
Must be in the general area, and Must not be nearer the hole than the ball reference point.
Once the player puts a ball in play under this Local Rule:
The original ball that was lost or out of bounds is no longer in play and must not be played.
This is true even if the ball is found on the course before the end of the three-minute search time (see Rule 6.3b).
But, the player may not use this option to take relief for the original ball when:
That ball is known or virtually certain to have come to rest in a penalty area, or
The player has played another ball provisionally under penalty of stroke and distance (see Rule 18.3).
A player may use this option to take relief for a provisional ball that has not been found or is known or virtually certain to be out of bounds.
Penalty for Playing Ball from a Wrong Place in Breach of Local Rule: General Penalty Under Rule 14.7a.”
PENALTY AREAS (Rule 17) – Penalty Areas are identified by red stakes and defined by red lines. When a Red Penalty Area is defined on only one side, it is deemed to extend to infinity. Hole #6 (right side), Hole #11(behind green), Hole #14 (behind green).
The Red Penalty Areas extend to and coincide with the out of bounds edge on Holes, #2, #14.
GROUND UNDER REPAIR – Defined by white lines (Rule 16). French drains and gravel drains are deemed to be ground under repair even if unmarked.
INTEGRAL PARTS OF THE COURSE– Include wrappings, wires, cables or rods when closely attached to trees or buildings; liners in bunkers, artificial walls and pilings when located in hazards. Bridges on holes #10, #11, #12, #13, and #14 are considered integral parts of the course. No relief is permitted for interference or intervention (Rule 8.1a).
MULCH AND/OR FLOWERBEDS – All mulch and flowerbeds are considered to be in the general area. Players are not allowed relief from these areas without penalty.
AERATION HOLES – Local Rule E-4 is in effect for a ball in the General Area and a ball on the Putting Green. Free Relief is permitted if a player’s ball lies in or touches an aeration hole. Ball in General Area, the player may take relief under Rule 16.1b. Ball on the Putting Green, the player may take relief under Rule 16.1d. Interference from an aeration hole does not exist if the aeration hole only interferes with the player’s stance or, on the putting green, on the player’s line of play.
BALL STRIKING POWER LINE – Local Rule E-11 applies. “If it is known or virtually certain that a player’s ball hit a power line (tower or a wire or pole supporting a power line) during the play of Hole #14, the stroke does not count. The player must play a ball without penalty from where the previous stroke was made under Rule 14.6.
ONE BALL CONDITION – The current ‘one ball rule’ as listed under Local Rule G-4 is not in effect.
SUSPENSION OF PLAY – Local Rule J-1. When play is suspended by the Committee for a dangerous situation, if the players in a match or group are between the play of two holes, they must not resume play until the Committee has ordered a resumption of play. If they are in process of playing a hole, they must discontinue play immediately and not resume play until the Committee has ordered a resumption of play. If a player fails to discontinue play immediately, he/she is disqualified, unless circumstances warrant waiving the penalty as provided in Rule 5.7b(I).
All practice areas are closed during suspension for a dangerous situation until the Committee has declared them open.
The following signals are used to announce a suspension of play:
Discontinue Play Immediately: One prolonged 15-second note of the siren
Resume Play: Three 5-second notes of the siren

Conditions for Tournaments, Tournament Sign-up, & Play-by Dates. (Effective January 1, 2024)
Tournament Registration & General Tournament Rules/Reminders
Competitors may attempt to register after the entry deadline, but are not guaranteed entry into the event based on the tournament rules, registration rules, and/or availability of time/space in the event.
Competitors that no-show for the event or withdraw after the entry deadline are subject to paying the entry fee under most circumstances.
Tournament Rounds MUST be attested and the respective scorecard MUST be signed by a fellow competitor or marker for events that have a “sign up at your convenience” on the first tee (ex. The International, McCormac Cup).
Competitors are not permitted to play in match play & stroke play club events simultaneously.
Rule 5.2b is modified to allow competitors to play the course in between the rounds of the following multi-day 36-hole stroke play tournaments: Member-Member, Anderson Cup Stroke Play Championship, Phillips Cup, Governors Cup, McCormac Cup, Play of the “extra round” must not be prior to a round to be played on the same day. Please consult the golf professional staff prior to the play.
Rule 5.2 b is modified to allow play on the course prior to the following stroke play events when the tournament has a shotgun start: Mixed Team Championship, Parent-Child Championship. Please check with the golf shop staff prior to the play of the round.
Per the USGA Rules of Golf, the Committee has established a time limit within each round must be completed for the following WCC Match Play Tournaments. Competitors are allowed to arrange a date and time of their match prior to the time limit and then play the match accordingly. If the match is not played on an agreed upon date and time prior to the deadline, the time and date posted by the Committee will stand as the official Starting Time. This is in effect for the following events:
Byrd Match Play Championship
Two-Man Championship
Ladies Boister Cup
Two-Lady Championship
Club Championship (first round only)
Senior Club Championship
Super-Senior Club Championship
Super-Senior Two-Man Championship
In the event the WCC course is closed or motorized carts are not available for play the day of the tournament play by deadline, as set by the committee, an extension to the following Saturday at 2:00pm will be granted to the competitors.
If carts are not available for play on a day and time for a match mutually scheduled by the competitors, the match starting time is no longer valid and the starting time as set by the committee becomes the new time for the match unless the competitors agree to play on the originally scheduled day and time without carts, or the competitors mutually agree to a new starting date and time prior to the deadline.
In the event that there are multiple matches to be played on the time & date of the posted deadline and/or the deadline starting time has been reserved by another group, the players involved will not be considered late to the tee if the round is started after the posted deadline, provided that the competitors are on the tee ready to play at the posted deadline time. In this scenario, the groups would start play for their match in the first available starting time using the order they arrived to the 1st tee using a first-come, first-served system.
In the event that one of the nines is closed and one of the nines is open for play, competitors may agree to play the open nine twice (four times for 36 hole round) for the tournament round for the match play tournaments listed above. This condition is only authorized when one nine is closed and one nine is open and both sides agree to this condition.
